The elections of the leadership of the International Biathlon Union (IBU) were won by candidates who are most biased towards Russians. The congress elected Olde Dalin as the president of the organization, and his first deputy was Czech Jiri Hamzu. Both functionaries are known for their tough position on holding the final stage of the World Cup in Tyumen.

They called for its abolition, but, not having received support, to boycott the competitions. On their initiative, some national teams, including Americans, Canadians, Czechs and part of the Swedish team, refused to come, the Internet publication "Podmoskovye Today". Also, the congress confirmed the temporary disqualification of the Russian Biathlon Union. The country was deprived of the right to nominate representatives to the leadership of the IBU and conduct international competitions.
