Citizens who are officially excluded from military registration have the right not to appear at the territorial recruitment center (TCC) even if they receive a summons. This category of people is not considered liable for military service, therefore they are not responsible for failure to appear..

Lawyer Diana Ternovaya spoke about this in a media commentary.. The specialist explained the difference between exclusion and deregistration. Deregistration is a temporary exclusion from the lists, so a person can be registered again after the reasons for deregistration have been eliminated. But complete exclusion is final, therefore depriving the person of the status of a person liable for military service.

The grounds for exclusion may be: “In the event of termination of citizenship or recognition as unsuitable, the military registration document will not be confiscated. Data on the exception is entered into it,” the specialist emphasized.

To apply for an exception, you need to personally submit documents confirming your legal grounds to the TCC or use the electronic account in the Reserve+ application..

After entering the “excluded” status into the Oberig register, such citizens are not considered liable for military service and can cross the state border during martial law.

Let us remind you that violation of the mobilization law, in particular failure to appear at the TCC, entails not only fines, but also criminal liability. Among other things, a person may have his property taken away from him - his home or his car..
