Eye diseases that are not mobilized in Ukraine: list and nuances

Serious pathologies that interfere with the normal functioning of the visual organs may become grounds for exclusion from military registration in Ukraine. In this regard, it is worth familiarizing yourself in more detail with what diseases are a reason for unsuitability for mobilization.

The relevant data is contained in the order of the Ministry of Defense of Ukraine No. 402 (regulations on military medical examination and a detailed schedule of diseases defining fitness categories).

So, the document talks about pronounced anatomical changes in the eyelids, orbit and conjunctiva, which limit eye movements or reduce the quality of vision. These conditions also include progressive diseases of the sclera or cornea: from opacities and scars to lesions of the iris, lens, ciliary body or choroid, especially if they have frequent exacerbations and provoke persistent visual impairment.

One of the unconditional grounds for unsuitability remains detachment or rupture of the retina, regardless of the cause.. All stages of glaucoma from advanced to the most severe also make it impossible to serve. Diseases of the eyeball and vitreous body, as well as neuritis and damage to the optic nerve or visual pathways. It is separately noted that persistent paralysis of the eye muscles with diplopia makes service impossible due to constant double vision.

The order also specifies certain conditions that limit or exclude the possibility of serving. These include various types of fusion of the eyelids with each other or with the surface of the eye, severe forms of ulcerative blepharitis with cicatricial changes and partial loss of eyelashes, as well as chronic trachomatous lesions of the conjunctiva or pathologies of the lacrimal ducts, which cannot be treated even in a hospital setting.

Ptosis, congenital or acquired, can also be a reason for unsuitability if the upper eyelid covers more than half of the pupil of one eye or at least a third of both, without the participation of the frontal muscle.

If myopia or farsightedness reaches 12 diopters in any meridian, and astigmatism exceeds 6 diopters difference, this is the basis for a conclusion of unfitness.

Low visual acuity also becomes a critical indicator: 0.2 or lower in both eyes, less than 0.1 in one eye, complete blindness or absence of an eyeball, provided that the second eye has an acuity of 0.3 or lower. At the same time, the punctual list separately notes that the pathologies specified in paragraphs 1–5 must affect both eyes.

Among severe conditions, often irreversible, are progressive diseases with a sharp deterioration in visual functions that do not respond to treatment.

These include hereditary retinal abiotrophies: diagnoses confirmed by neurofunctional studies, stage III–IV keratoconus in both eyes, as well as the consequences of keratoplasty or keratoprosthesis, regardless of what functions the eye retains after the intervention. In this case, a separate reason may be impairment of peripheral vision such as hemianopsia and atrophy of the optic nerves, which is accompanied by significant functional deficit and is confirmed by objective methods.
