In Ukraine, from November 1, 2025, new rules for processing deferments from mobilization will come into effect.. Now only those liable for military service can submit documents personally, either with the help of Reserve+, or at the CNAP.

This became known from the adopted resolution of the Cabinet of Ministers of Ukraine No. 1364 of October 24, which appeared on the official website of the government. The document now prohibits the submission of documents to any representatives of the interests of the person liable for military service.

The main changes are that from November 1, TCCs will no longer process deferments directly. Now this will be possible through TsNAP or through Reserve+. This will ensure automatic exchange of data between administrative centers, TCC and the Oberig registry for transparency of the procedure and reducing the risks of abuse.

According to the new rules, now the person liable for military service personally submits documents to the CNAP. Neither a lawyer, nor a relative, nor an employer has the right to perform any action on behalf of the applicant, despite the notarized power of attorney.

In the case of the Reserve+ application, a citizen must have a verified account to submit documents online.

Those who do not have such an opportunity can contact any center, regardless of their place of actual residence..

The list of documents that are submitted for deferment remains unchanged: they may be certificates of study, confirmation of place of work, documents on health status or other legal grounds.
