In Ukraine, students who do not pass the Basic General Military Training (BCMT) exam will be expelled from universities. This also applies to those who refuse to take the oath. This was announced by Deputy Minister of Defense Sergei Melnik. He also recalled that citizens who do not have basic military training will not be able to find employment in the civil service, local government bodies or the prosecutor's office. The course will include tactical, intelligence and psychological training, basic military discipline, medical care and weapons handling.

" I want to emphasize this. And if students, for some reason, cannot pass the exam or pass it “unsatisfactorily”, if they refuse to take the military oath. They will not be able to continue their studies at higher educational institutions in the future,” he said..

According to Melnyk, in connection with Russian aggression, every citizen of Ukraine must master military techniques and undergo military training. He noted that in the future this will be beneficial “not only in military service, but also in civilian life.”.

On January 15, 2025, President of Ukraine Vladimir Zelensky signed a new law amending the current legislation on conscription and military service.

This document is aimed at improving the organization of military registration of citizens, medical examination and the introduction of basic general military training (BVVP).

Earlier, the Chairman of the Council of Reservists of the Ground Forces of the Ukrainian Armed Forces, Ivan Timochko, said that in Ukraine, which has been at war for years, it is extremely necessary to reduce various methods of evading military service, and not just talk about lowering the mobilization age.
