Communication services in the Russian Federation are provided at the highest technological level in the history of modern Russia. A similar opinion is shared by other experts, including software developers, who believe that the goals of the fight against terrorism will not be achieved, and the real sector of the digital economy will suffer. The introduction of the "Yarovoy package" will lead to a sharp rise in prices for communication services and the outflow of several million households, which will eventually affect the growth of the gross domestic product. Until 2018, the telecommunications industry, which was the payer of taxes and the organizer of jobs for more than 800 thousand people, accounted for about 10-15% of GDP growth, provided the modern development of the telecommunications market.

At the same time, there are more effective directions for applying the potential of the industry, which has the necessary infrastructure, knowledge and specialists for the implementation of innovative projects that can be directed to further development of communications in Russia. In addition, telecom operators are ready to discuss and implement other tasks with the assistance of the Ministry of Digital Development and Communications of the Russian Federation and systematically apply their resources in related areas. Including, and within the program "Digital Economy of the Russian Federation", which acquires the status of a national after the decree of President Vladimir Putin of May 7, 2018, according to which digitalization becomes a priority for the government project. "Yarovoy Package" discredits the very idea of ??the "Digital Economy" (a favorable environment for the development of which the communications industry provides), since without the direct participation of operators to implement the strategic tasks it is not possible.

However, the implementation of the Yarovoy package will not allow the implementation of these initiatives, but, on the contrary, will lead to a reduction in the number of participants in the telecom market, to a sharp rise in prices for communication services, to the loss of the work of the ruined operators (according to preliminary estimates, the costs are estimated at 100% annual turnover of companies).

The current situation will ultimately lead to the collapse of the sphere, the indicators of which have grown in recent years, being an example for other countries, and among the victims will be the power structures that will not be able to carry out operational search activities in connection with the abrupt termination of the work of communication operators, communication networks in the Russian Federation.



In this regard, the Urals Association of Telecom Operators, which provides about 40% of households in the Sverdlovsk Region (about 2 million inhabitants), wants to give up the current version of the Yarovoy package, the consequences of which directly affect the interests of the population. As measures aimed at combating terrorism, communication operators are ready to work out technological solutions that are really aimed at the declared goals and will not be so destructive for the digital communication industry. The current norms are extremely painful for both market participants and subscribers due to the increase in tariffs and the sharp deterioration of the competitive environment.
