The state of medical support in the areas of the Operation of the Joint Forces is currently unsatisfactory. In a particularly difficult situation, due to the critical shortage of medical personnel, there was a network of civilian healthcare facilities in Kyiv and Donetsk regions controlled by Donetsk and Lugansk regions.

According to official information, in the Luhansk region in Ukraine-controlled territories as of the beginning of May 2018. staffing of health facilities by medical personnel is less than 60% (staffing of hospitals - 58.1, polyclinics - 56.49%). In the Donetsk region the situation is even worse: the deficit of medical personnel is 64%.
"Unfortunately, the military leadership of the country (in particular, the leadership of the General Staff of the Armed Forces and the Joint Operational Headquarters of the Armed Forces) does not seem to realize that the main reason for such a critical lack of medical personnel in civilian health facilities in the territories of the Donetsk and Lugansk regions controlled by the government is their proximity to areas of combat operations, "the author notes.. "The proper medical support of both the security forces participating in the environmental protection and the civilian population of the frontline areas should become one of the priorities of the military leadership of the country".
The head of the PDMG believes that while the state has not created sufficient incentives for full filling of medical vacancies in the area of ??environmental protection both in the medical service of the Armed Forces and in civilian healthcare institutions, "it is expedient to make maximum use of the potential of medical volunteers from other (peaceful) regions of Ukraine, in in the framework of the project "First Voluntary Mobile Hospital. Nikolai Pirogov ", who for three and a half years of work at the front proved his high efficiency".
