This opinion was expressed by the People's Deputy of Ukraine Igor Kotvitsky ("The Popular Front"), commenting on the bill number 6626 of 22. 06. 2017 g. "About amending the Law of Ukraine" About the National Police ". He noted that, according to the proposed changes, the police will be given the opportunity to administer their own database of cars with foreign numbers. These data will be received on-line from the revenue and fee authorities, as well as on the basis of their own data. This need is due to the provision of road safety, taking into account the growth of the number of these vehicles on the roads of Ukraine, as well as the increase in the number of offenses by drivers of vehicles on foreign registration. In the opinion of the people's deputy, the law will prepare the ground for the systematization of data, and the specification will be carried out in the general instructions of the Ministry of Internal Affairs of Ukraine and the State Fiscal Service. "This bill does not concern the legal regime of importation or the conditions for the presence of cars on foreign numbers in Ukraine. Also, he does not in any way touch upon the issues of "customs clearance" of such cars. It does not imply the introduction of any additional sanctions. The only thing about which we are talking about is giving the police authority to maintain a database of cars with foreign registration, "stressed Igor Kotvitsky. For reference: According to the State Fiscal Service as of January 31, 2018 in Ukraine there are almost 425,000 cars with foreign registration. Moreover, 247 thousand of them with a violation of the deadlines.
These cars are not registered in the bodies of the Ministry of Internal Affairs, there is no information about who they are managed. It is not uncommon for a car with foreign registration under the management of Ukrainian citizens to commit serious crimes and especially serious accidents. Drivers simply leave the car at the scene and hide, trying to escape responsibility. At the same time, it is extremely difficult for a police officer to identify a person who was at the time of committing a crime while driving a car from a foreign registration, and in some cases impossible.
