According to a survey conducted by the Sociological Group "Rating" in November-December 2017, 43% of respondents noted that over the past two years, the overall quality of public health services for the country has deteriorated. Only 11% saw improvements, 38% believe that nothing changed in the level of quality of public health services, 8% found it difficult to answer. At the same time over the past year, the number of those who speak of a deterioration in this area has decreased.
54% know their family doctor or therapist, 45% do not know. The greatest awareness is observed among women and older people. 31% use the services of a family doctor or pediatrician, 20% do not use. The inhabitants of villages, the South and the Center often address pediatricians.
One third of respondents used the services of the First Aid Service for the last year. Residents of cities, the Center and the South and people of older age. Among the users of ambulance services, 72% are satisfied with the quality of services and the professionalism of the Ambulance Service team, a quarter of respondents are dissatisfied, 3% are undecided.
Among the reforms and changes to certain legislative acts approved by the Verkhovna Rada of Ukraine this fall, the respondents show the greatest awareness regarding pension and medical reforms: 86-88% have heard of such initiatives. 69% are aware of the educational reform, 64% - of the judicial.
Among government initiatives in the medical field, respondents are most aware of the introduction of a free (or low-cost) system for providing medications for diabetes, asthma and cardiovascular diseases by prescription (74%) and national health insurance (71%). Two-thirds of the respondents are aware of such initiatives as increasing the salaries of doctors through the introduction of a contract mechanism and contracting between patients and doctors. 55% of those surveyed are aware of the establishment of hospital districts with one multidisciplinary hospital in each region, and 4-5 intensive hospitals of the second level (one in each of the hospital districts) to provide emergency care services, 53% are aware of the establishment of public health centers in each area, whose purpose is, first of all, the prevention of diseases, the prevention of epidemics and the promotion of a healthy lifestyle, 51% - on the introduction of reference pricing for medicines, h Oba ensure fairness and adequacy of the retail price in accordance with the agreements between the Ministry of Health and pharmaceutical companies. They no longer know what respondents know about the introduction of strict control over public funds for the construction of Ohmadet (47% are aware). The lowest respondents are aware of the provision of subsidies for medical services to internally displaced persons from the Donbass and Crimea (39%). At the same time, it should be noted that awareness of the government's initiatives to reform the medical sphere has grown over the past three months.
Among these initiatives, respondents most support the introduction of a system of free (or with a small surcharge) provision of medications for diabetes, asthma and cardiovascular diseases by prescription and the introduction of strict control over public funds for the construction of Ohmadet (86% and 85% respectively). Establishment of public health centers and the introduction of reference pricing for medicines are supported by 77% of respondents; introduction of national health insurance - 71%; an increase in the salaries of doctors through the introduction of the mechanism of contracts and provision of subsidies for medical services to internally displaced persons from the Donbass and Crimea - by 68%; contracting for free primary care - 63%; bases of hospital districts - 48%.
Support for all these initiatives, which form the main elements of the medical reform, decreased somewhat as compared with August. Two-thirds of those polled support the draft laws, which include all 9 initiatives, 21% do not support, 13% do not agree. Support for these bills is somewhat higher in the West, among residents of cities, youth, people with high incomes. The lowest support is in the East, among the elderly and rural residents.
If more than half of those polled (54%) chose the system of standardized protocols, they would prefer the international system (more among young people and urban residents, residents of the Center and the West), while the domestic one - only a quarter (26%), almost 20%. Over the past 3 months, the number of supporters of the domestic protocol system has slightly increased from 20 to 26%.
Compared to August, e. from 57% to 62%, the number of those who consider the Ministry of Health important for themselves and their families has grown. In turn, 31% of respondents in November-December expressed the opposite opinion.
More than half of the respondents (56%) most of all trust Ukrainian television when they hear about medical reform. Ukrainian websites in this case are trusted by a quarter of respondents, social networks and Ukrainian newspapers - 15-16%, Ukrainian radio - 12%, Western Internet sites - 6%, Western media - 4%, Russian Internet sites - 3%, 1% Russian social networks and media. Other sources are trusted by 8%, undecided 14%.
Among the institutions in the context of medical reform, the most trusted are relatives (51%) and medical specialists (39%). Colleagues and employees are entrusted to 12%, representatives of local authorities - 5%, to Ukrainian public and non-governmental organizations - 4%, to Western public and non-governmental organizations, to ministers and members of the Government - 3% each, religious leaders and people's deputies - 2%. Other institutions are trusted by 7%, they did not decide on the answer - 14%.
Among the sources of information, almost half of the respondents (49%) trust Ukrainian television, 41% of Ukrainian Internet sites, 37% of social networks, 33% of Ukrainian newspapers, 29% of Ukrainian radio, television and Internet sites 15-17%, Russian sources of information (newspapers, radio, Internet sites, television) from 3 to 7%. The Ukrainian media are most trusted in the West, Russian social networks and Internet sites - in the South and East. In the East, as well as in other macroregions, they trust Russian television, radio and newspapers. Internet sites are more trusted by youth and middle-aged people.
Also among young people, social networks and Western television. Older people prefer Ukrainian television, newspapers and radio.
