During the event, the experts discussed the algorithm for building a civil protection system for the united territorial community, the experience of implementing investment projects for the creation of local fire protection and the activities of civil protection entities in the context of decentralization.

Pavel Ponomarenko, Director of the Department of Civil Protection of the HGA, assured that the activities of the Regional State Administration will be aimed at providing maximum support and assistance to all participants in the process of transforming the civil protection system.

"Along with other tasks, the united community faces the task of organizing civil protection and fire protection on its territory. The creation of security centers should be the foundation of peace and security for citizens. The general task of local governments and the Federal Emergency Service is to carry out this work in the most balanced, coordinated and effective manner, "said Pavel Ponomarenko.

Head of the Main Directorate of the State Emergency Service in the Kharkiv region Alexander Volobuev in his opening remarks noted that in the process of decentralization reform, the quality of rescue services will not only decline, but on the contrary - it will reach a qualitatively new level.

During the meeting "Prospects for Building a Civil Protection System in the Context of Reforming the Administrative and Territorial Structure and Local Self-Government in the Territory of the Kharkov Region", the director of the Kharkov Center for the Development of Local Self-Government Diana Barinova explained in detail the principles and prospects for the reform of local self-government and decentralization.

She said that now huge opportunities for raising funds for the development of infrastructure, including the establishment of security centers.

In order to coordinate and conduct a number of joint activities in order to achieve the set goals, during the event in 2018 it was proposed to sign a memorandum between the Kharkov Center for Local Self-Government Development, the Main Directorate of the State Emergency Service in Kharkov Oblast and the Department of Civil Protection of the KhOGA.
