The local cathedral of the Russian Orthodox Church, where the Moscow Patriarch Alexy I (Simansky) was elected in 1945, was held under the control of the People's Commissariat of State Security (NKVD), the predecessor of the KGB of the USSR. This is evidenced by archival documents of the former KGB administration of Ukraine. Documents in the form of photocopies were published on Facebook by Russian journalist Alexei Lebedev.

It follows from the documents that the USSR NKGB and its subdivisions in the union and autonomous republics, territories and regions were engaged in the selection of candidates for participation in the council of representatives of the clergy and laity. To this end, it was necessary to identify "persons who have a religious authority among the clergy and believers and at the same time are checked on the agency or patriotic work".

"It is important to ensure that the agents of the NKGB prevail among the candidates nominated, capable of holding the necessary line at the Council," reads a letter sent in September 1944 to the places signed by the head of the second department of the NKGB USSR Fedotov and the head of the fifth department of the 2- th management of Karpov.

November 16, 2017 Philaret wrote a letter to the Patriarch of Moscow, Kirill and the bishop of the ROC. In Moscow, it was considered that in it the head of the UOC-KP requests forgiveness from the Russian church and wants to unite under its jurisdiction. The Patriarch of Kiev and All Russia himself denies such aspirations, arguing that he has nothing to ask for forgiveness, and he is ready to be reconciled only for the sake of creating an autocephalous Ukrainian church (independent).
