"Rector" is a publication in which the author told about time and about himself, then, when in 1990 he defended his doctoral dissertation at the Leningrad State Institute of Culture. Krupskaya, and in 1993 he headed the Kyiv Institute of Culture with two faculties, and the present one, "Crimea and Rome", to create the University of Culture, known not only in Ukraine but abroad, with eleven faculties and a powerful faculty.
