The bill provides that packaging manufacturers will independently dispose of only a certain percentage of those wastes that are subject to recycling. The disposal of all other wastes will have to be paid by the consumer.

Experts in the sphere of housing and communal services believe that with the launch of the garbage processing industry, such an initiative will entail a rise in the cost of utility payments by an average of UAH 200 per person per month.

The bill focuses on the requirements of producers who want to minimize costs. This has already been supported by influential lobbying business associations: the European Business Association, the American Chamber of Commerce and the Packaging Association, which includes: Tetra Pak, Ken Pack, CarlsbergUkraine, Kraft Foods Ukraine, Sandora "" Nestle Ukraine ", and other major packaging manufacturers.

As the author of the bill said earlier, Elena Babak. "The business needs to sell its products to the end user, so it will look for the best and cheapest ways to ensure the recycling of waste packaging".

The position of packaging producers is supported by other authors of the bill, among them: Anatoly Matvienko, Tatyana Ostrikova, Oleg Krishin, Ostap Ednak and scandalous Boris Rosenblat.

At the same time, the parliament is reassured, saying that the draft law is unlikely to be supported in the hall. As an alternative, he is offered a comprehensive solution to the garbage problem - a package of bills for waste processing: No. 4835-d, 4836, 4837, 6602.

This package of bills provides for the launch of an integrated waste management system, the creation of a new waste recycling industry, the construction of modern processing plants, the cleaning of the country from landfills, the introduction of waste sorting, the promotion of eco-design of packaging and goods.

But the main thing, as one of the authors of the package of bills says people's deputy Dmitry Belotserkovets, the complex system of waste management does not provide for a fixed utility payment for the processing of garbage. The consumer will pay only for what he buys. In the cost of goods - this will be an average of no more than 10 cents per unit of goods.

Earlier, the need to promptly introduce a number of legislative norms that will allow for the integrated processing of waste, said the deputy head of the Kyiv city state administration Petr Panteleev.

He noted that the adoption of a package of waste management laws will create conditions for local authorities to resolve the urgent issues of construction of processing facilities, lay the basis for stimulating the sorting of garbage.

Also, the deputy chairman of the KSCA considers progressive the norm of the package of bills, according to which the charge for waste processing is included in the cost of goods.

While the initiative proposed by packaging companies to establish a tariff for processing as a communal payment was called unfair and burdensome for Kyivans.
