On how to ensure order in the city, "Vesti" was told by Israeli police chief Michael Zingerman.
Every year, during the Jewish holiday of Rosh Hashanah in the city of Uman, thousands of pilgrims come to Ukraine. Here is the grave of the righteous Rabbi Nachman, the founder of the Braslav Hasidism. Her visit is considered by the believers to be a charitable deed. In a few days the city is filled with tens of thousands of visitors.
In autumn of 2017, as in past years, a group of Israeli policemen was invited to protect public order in Uman. It was headed by the commander of the YASAM division of the Southern Police District Major Daniel Agam. One of the leaders of the delegation was the spokesperson of the Israeli police, Major Mihael Zingerman. He answered the questions "Vesti".
"We were in Uman at the request of the Ukrainian police from September 18 to September 25," says Major Zingerman. - Our delegation included 16 fighters of the YASAM division. The task - joint patrolling of the territory around the grave of Rabbi Nachman, joint duty day and night. In addition, our police arrived in the field for all the challenges associated with the problems of Hasidim. A record number of pilgrims to Uman this year - about 40 thousand.
- Why, in your opinion, is the presence of Israeli policemen in Uman important?.
- First, it is connected with the language barrier. For a business trip to Uman, employees who spoke Russian. We worked together with the Ukrainian police, and with the pilgrims, of course, we spoke in Hebrew. And translated, if required.
The second is our understanding of the mentality of the Israelis. The third is an understanding of how to deal with specific types of crimes. Something had to be suggested, advised the Ukrainian policemen. And, finally, it is important that our citizens who were there saw their Israeli policemen in the Israeli police uniform.
"Were you armed?".
- What for? There is no need for weapons there. Our citizens addressed us with any problems, with any questions, even the most insignificant ones.
- What, for example?.
- Well, let's say, how to get from one place to another, where this or that event is taking place. And, as I said, our stay was very important in terms of the personal safety of the Israelis, so that our citizens feel calm and confident, seeing their policemen.
- What can you say about the level of interaction with the local police?.
- Undoubtedly, it is necessary to note the highest level of interaction with the Ukrainian police. These are really real professionals, led by Colonel Viktor Mikhailovich Ivanko, Deputy Head of the National Police of Ukraine for the Cherkasy region. With Ukrainian policemen, we had a beautiful personal relationship, it was very helpful in our joint work, we understood each other perfectly literally at one glance, from one movement. Police all over the world - they are all the same. After all, we did one common thing: ensuring public order near the grave of Rabbi Nachman, ensuring security, not only for our citizens, but for the citizens of Ukraine who were there. And we coped with this task.
"You were not there for the first time, were you?".
- Yes, it was several times already.
- Is there any difference compared to previous trips?.
- A record number of people, as I said before. In Uman this year there were 40 thousand pilgrims, and this is with the 85 thousand people of the city. So there was really a lot of work. There were certain types of crimes that had to be dealt with.
- What, for example?.
- Thefts, apartment theft, there were several fights.
"With the locals?".
- No, not with the local, between the Hasidim themselves. Basically, all the incidents took place between Hasidim.
For example, there lived in apartments together people who are completely different with each other.
Sometimes, there was friction between them, and our policemen had to work very seriously in this regard. I even had to provide medical care. There was a case when our policeman went to the place where the pilgrim was injured.
In short, we did the same things we do in Israel. For all the challenges our policemen came together with the Ukrainian, and indeed, in a momentary reaction to what was happening, our knowledge of Russian, Hebrew, the mentality of the pilgrims.
