In Nizhny Tagil before the court will appear the owner of the plant of thermal insulation products Denis Kokorin, who has not paid salaries for employees for several years. Justice triumphed when Russian President Vladimir Putin and the Russian Prosecutor General's Office interfered in the matter.
Now criminal cases have been initiated against Kokorin in accordance with part 4 of Article 159 of the Criminal Code of the Russian Federation (fraud committed by a group of persons on a preliminary conspiracy, using their official position, on a large scale), hh 1, 2, article 145. 1 of the Criminal Code of the Russian Federation (full non-payment of more than two months and more than three months of wages, made out of self-interest and other personal interest by the head of the organization), part 1, article 199. 2 of the Criminal Code (concealment of the organization's funds, due to which collection of arrears for taxes, levies, on a large scale should be effected).
In April 2013, Kokorin became the director of a thermal insulation plant, owning 50% of the company's shares. He came up with a scheme for withdrawing money from the plant's accounts to a controlled company, having entered into fictitious contracts for the delivery of goods from OOO UralEnegoMash. He forged invoices, and then paid non-existent goods from the accounts of the plant. Under this scheme, he withdrew from the company 22.9 million rubles.
Since December 2015, the factory began non-payment of wages, which lasted until January 2017. Salaries were not paid in turns to different employees, one for two months, another for three. In parallel with this, debts on taxes and dues grew. As of January 24, they exceeded 6 million rubles.
Accused, bypassing the settlement accounts of CJSC "Nizhny Tagil Heat Insulation Products Plant", for which all expenditure transactions were terminated, arranged settlements with creditor organizations by transferring money to third parties. He gave instructions to the directors of the affiliated organizations whose activities were in fact managed, to make settlements with counterparties for the plant of insulating products through the accounts of their enterprises.
The frauds of Kokorin were revealed after workers of the plant turned to a direct line with Vladimir Putin in the spring of 2017.
They were not able to get on the air, but in July 2013 the President held a working meeting with the provisional governor Yevgeny Kuyvashev, in which he handed him the workers' appeal. In parallel, the head of state ordered "to deal with the borzot" to the Prosecutor General's Office of the Russian Federation.
The criminal case was sent to the Tagilstroevsky District Court of Nizhny Tagil for consideration on the merits. Sanction article for the most serious crime (part 4, article 159 of the Criminal Code) provides for punishment of up to 10 years imprisonment.
