GGI found violations in calculating the payment of hot water to the Urals

The Department of State Housing and Construction Supervision of the Sverdlovsk Region considers the actions of the managing organizations on calculating the payment for hot water (for the component "heating water") consumed in the maintenance of common property in an apartment building, a violation of the procedure for charging utility bills. This was discussed at a meeting of the Committee for the Development of Infrastructure and Housing Policy Legislative Assembly.

The Chairman of the Committee Valentin Lappo spoke about the collective appeal of organizations that manage apartment houses concerning the use of two-component tariffs for hot water.

"Until January 1, 2018 in the constituent entities of the Russian Federation, the standards for the consumption of thermal energy for heating cold water must be approved for the provision of public utility services for hot water supply. While the standards are not approved, it is recommended to apply the amount of heat necessary for the preparation of 1 cubic meter of hot water when calculating the cost of utilities, "-.

The Regional Energy Commission of the Sverdlovsk Region has approved the standard for the consumption of hot water only in part of its supply. With regard to water heating, many organizations managing apartment buildings do not apply the recommended amount of heat needed to make 1 cubic meter of hot water, and produce in receipts the charge for the actually consumed amount of heat used for heating water not provided for by housing legislation.

Representatives of managing organizations present at the meeting of the committee drew attention to the fact that the cost of heating energy for water heating is increasing in connection with the preparations for the heating season: repair of stop valves and pipelines, washing of indoor systems. The specified works and the maintenance of engineering systems entail the expense of hot water on the maintenance of the general property of proprietors of an apartment house which is fixed by the house-keeping devices of the account.

Calculation of managing organizations with resource-supplying organizations is also carried out on the basis of indications of general house accounting devices.

"The lack of approved standards for heating and the threat of imposing penalties on the part of the supervisory authorities that follow the calculation of the actual expenditure recorded by common accounting devices results in uncovered losses of management organizations and, as a consequence, in the growth of accounts receivable to the resource supplier," Zakso.

In this situation, the management organizations in order to prevent debt are on the way to the maximum reduction of the cost of preparing apartment buildings for the heating season, which does not contribute to a reliable and stable heat supply to the population, and also leads to mass complaints by citizens.



In connection with the current situation, the deputies recommended the Regional Energy Commission of the Sverdlovsk region to approve the standards for heating in the Sverdlovsk region in the fourth quarter of this year.

In addition, the deputies recommended that the Government of the Sverdlovsk region, when approving the 2018 budget, provide for the costs associated with the provision of social support measures for the partial release of certain categories of citizens from payment for utilities. Members of the committee left on control the issue of the application of two-component tariffs for hot water and early next year will return to its consideration.
