The main reason for the deplorable state of Ukrainian roads is negligence and slovenliness.
This was stated by the head of the Transport Committee of the Verkhovna Rada, Yaroslav Dubnevich, on his Facebook page.
"Few people think about the causes of the terrible picture on the roads. All about one thing: no money. This is half-truth. Since money - albeit not in full - stands out. The trouble is not only in their absence. Terrible roads - even where they were recently repaired - are the result of outright negligence and slovenliness. It seems that many of our roads, sorry, nachhat: road services, local authorities, the participants of the movement, "- he wrote.
According to the People's Deputy, today the load on the roads has grown at times due to the difficulties experienced by another key carrier - "Ukrzaznitsa". The latter - according to the head of the transport committee Dubnevich - problems with rolling stock and locomotives. In addition, since the beginning of hostilities in the East, our piece of hardware has been "semi-paralyzed", the People's Deputy. As a result, all cargo went along roads. And they can not stand it, breaking already a few months after the budget money was spent to repair them.
"The roads are broken on our eyes. Under the wheels of Fur money - from local and state budgets - literally turn into mud, "- noted the author of the post.
At the same time in Ukraine there are laws that are designed to establish responsibility for violation of the maximum permissible weight norms on the roads, provide control over the routes. But they are ineffective. There is minimal responsibility on the part of drivers, so they are not afraid of it.
According to the People's Deputy Dubnevich, to date there are legislative initiatives prepared by the Verkhovna Rada Committee on Transport, which just provide for the introduction of more stringent requirements. For violation of weight norms, the administrative and economic responsibility rises - not only on the part of drivers.
The circle of responsible persons is suggested to be expanded - for too heavy cargoes, the carriers and owners of cargo will be fined.
People's Deputy Dubnevich called on fellow parliamentarians to pay attention to these legislative initiatives and include them on the agenda of the last sessional week before the holidays.
"Just around the corner is harvest, and our roads under the wheels of wagons with grain risk becoming a solid swamp," the parliamentarian warned..
