Went to the Dnieper by night train. I certainly understand everything, Ukrzaliznytsia - a large structure, a lot of processes, a lot of problems. But why can not it be elementary to wash the cars? Insert broken glass? Replace blown bulbs? Repair non-working escalators in the underground passages of the Kiev railway station? Why, from year to year, for 50 years now, the entire infrastructure of the average car consists of carpet tracks, curtains, woolen blankets and foul toilets, and all the windows are boarded up and the temperature in the summer at the parking reaches 45 degrees? You sit in a stuffy atmosphere, without a single outlet, with a dim light and you talk about a bright future. And every detail around you is covered with a long-term layer of dust and grease.
Most of all processes in the Ukrzaliznitsa are built on lies, corruption and theft. They stole almost everything that could be stolen, and everything else that can be stolen - continue to be stolen. If there was an opportunity to tear off the rails from the canvas - we would have long walked. Therefore, it is difficult to talk about reforms, optimizing passenger flows and creating principles of convenience in a structure whose main purpose is to cut.
But even more difficult to understand where the edge of this cynicism. I thought a year ago that Balchun came to Ukrzaliznytsia to rebuild it, using his managerial experience and European intolerance to bribery and corruption. But a year later everything that we have is a working escalator in the main hall of the central station, and Ukrzaliznitsa remains a state mafia structure of giant proportions. And it's not about stealing, and not even in wild corruption, like syphilis that struck the ranks of this state company - from the train's head to the switchman, but in a development paralysis. Ukrzaliznytsia simply can not create anything else.
Even a simple calculation of some goon in a managerial position: do not steal now - create conditions, increase the margin and then steal - does not work. They steal everything at once, they sweep and take away their pockets as if tomorrow will never come. And this is for any company - a dead end, a zugzwang, a limbo zone.
