Ukraine has long needed a law on large fines for improper parking, because "impotent" police officers are slow to punish unscrupulous drivers, fearing lawsuits on their part.

Thus, commenting on the bill adopted in the first reading and for the basis of draft law No. 5364 on severe sanctions against dishonest car owners, he spoke about the catastrophic situation in the major cities of the country.
According to him, auto-cars create a dangerous situation when they park in two or three rows, on the roadway and on public transportation lanes.
Kuts clarified that the law will introduce an institute of inspectors who will monitor parking and write out fines just on paid parking lots.
"They will not have the right to write a fine for cars that are improperly parked outside the parking lot," said the lawyer.
The lawyer expressed alarm at the fact that the police will "remain idle on and on". "In Kiev, all lanes for public transport in the center are parked with cars," he explained..
"This is a big problem, because the police are afraid to come and take such vehicles," said Kuts.
The lawyer stressed that the cops behave this way contrary to the law on road traffic, which allows law enforcement officers to seize wrongly parked cars that interfere with traffic.
