At the meeting of the Verkhovna Rada on June 8, people's deputies took the first step towards the introduction of medical reform in Ukraine.

The bill "On state financial guarantees for the provision of medical services and medicines" was adopted in the first reading.

Medreform was one step away from failure. On the first attempt, the bill scored only 224 votes "in favor", not having collected just two votes to make the decision. Speaker of the Verkhovna Rada Andrey Parubiy tried to return the bill for reconsideration, but this proposal was supported only by 218 deputies. The second attempt to revise the law is "for" 221. Not passed and an alternative bill by Oleg Musia. He was supported only by 32 deputies.

After much political argumentation, the speaker, Andrei Parubiy, put the government bill for a third time to a vote. For - 227 votes, the decision is made.

Minister Ulyana Suprun, speaking in parliament, compared this reform with the adoption of the Act on the Independence of Ukraine, reports Lb. Ua.

"During the years of independence, 21 draft laws on insurance have been developed, more than 20 ministers have been replaced. And Ukrainians were 10 million fewer. We can continue to search for the ideal model, but the ruins in our country now and people are dying already, "the minister said, urging deputies to support medical reform.

With a specific doctor, the patient concludes a contract for the provision of medical services (in fact, paid consultation with the therapist). You can choose the service in both the public and private clinics.

From the state budget, only primary health care will be paid, as well as emergency and palliative (the so-called guaranteed package of medical services). Specialized and highly specialized medical care will be provided on a patient payment basis. Three-stage payment for medical services is introduced:.

"Guaranteed package", or the so-called "green" package. Covered at the expense of the state. It includes payment for emergency, primary, and palliative care (assistance to patients who have fatal diseases), a "blue" package - co-payment of the state and the patient. Under this scheme, it is planned to pay for consultations of narrowly specialized doctors, inpatient treatment, for operations, including delivery. But the exact list of "blue" services, as well as tariffs and proportions of co-payments in the government will be later, the "red" package - medical services is paid by the patient independently. From his wallet will have to pay for dentistry and aesthetic medicine.

The National Health Service of Ukraine is being created. Through this body will be held state funds under the "guaranteed package", and it is through him that it will be possible to conclude an agreement with a specific doctor.

This body will be directly subordinate to the MOH. And it will perform both functions of a single customer of medical services, as well as functions of monitoring compliance with the terms of contracts for medical services for the population, notes the Country. Ua.

The service will sign agreements with all medical institutions working in the primary sphere. It can be not only the state dispensaries, but also doctors who conduct private practice, or are designed as individual entrepreneurs. That is, they, too, will be able to get state funding to provide a "guaranteed package" of medical services.

Gradually, paper medicines will disappear into oblivion. It is planned to create an electronic patient register.

Reimbursement of drugs. A list of such medications will be set by the Cabinet.

From January 1, 2020, reimbursement of medicines provided for in the "guaranteed package".
