Medical reform in Ukraine provides for changes in the system of financing hospitals.

Conversations that reform of the health care system will "take away" subventions from regions is a manipulation.

This was reported in the Ministry of Health.

The agency explained that within the framework of the implementation of medical reform, the channel for financing health care institutions. From the outdated Soviet content of hospitals (distribution according to regulations through the instrument of subventions), the state passes to a new model - "money follows the patient".

This means that the funds come directly to the hospital for the work done at a rate that covers all the costs of providing the service.

It turns out that the amount of money for a single hospital will increase, but it will be paid for the work actually done.

"The transition to full payment for services will be gradual and will begin only in 2019. Between the hospital and the money there will be no intermediaries, because the funds will be allocated from the national level on the same conditions for all. Opportunities to distribute funds between hospitals in an opaque way will not be.

They will not be "delayed" in budgets of different levels, and there will be no officials who will decide whom to allocate to. All funds allocated in the state budget for medical services for citizens will be stored in Treasury accounts, and the National Health Service of Ukraine will be the operator of these funds. She will be obliged to make payments at the same fair tariffs for all and only on one basis: providing the hospital with real medical services "- Pavel Kovtoniuk, Deputy Minister of Public Health of Ukraine.
