According to his report, restrictions were imposed on the results of the incident with the explosion of the OSCE car in Lugansk region. Hoog also noted that these measures had an impact on the ability of the mission members to notice all violations of the silence regime, but this did not affect the process of identifying the deterioration of the situation.
