The Antimonopoly Committee of Ukraine plans to launch a mechanism through which individuals who have information on the existence of cartel collusion can report this to the committee, which will help to identify anticompetitive concerted actions in the market.

This was during a round table devoted to the problem of cartel collusion and methods of combating them, the first deputy head of the AMCU, Maria Nizhnik.

"Now the information on cartel collusion can only be provided by companies that are participants in the collusion itself ... A mechanism will be created in which any private company or individual who knows the information about the collusion will be able to apply confidentially to the Antimonopoly Committee," she said, adding that to provide relevant information Will be able either as an employee of a collusive company or a former employee of such a company, a consumer or a competing company.

According to Nizhnik, the introduction of this mechanism is provided by the Exemption Program, according to which limited liability for participation in cartel collusion will be applied to the individual (company) if information about the conspiracy will be communicated to them in the AMCU on a voluntary basis.

"If there is an application, the committee will have grounds for seeking evidence. If there is evidence, this will help the committee very much, "said Nizhnik.

She also noted that the decision to launch such a mechanism could be made in the near future, and the mechanism itself could be made in April of this year.

According to the representative of the Commission on Competition of the Ukrainian National Committee of the International Chamber of Commerce, Alexander Voznyuk, who also spoke at the round table, to date, 80% of cartel collusions in the world have been discovered and proved by the Exemption Program.
