In the Duma faction of "Fair Russia" believe that domestic, the so-called "national" roaming is an anachronism - and insist that this "anachronism is finally over".

The deputies of the "SR" today, on June 28, issued an appropriate legislative initiative.

Rossiyskaya Gazeta writes that the authors of the bill, including the leader of the faction Sergei Mironov, believe that it is unfair when the charges for telephone calls from the same operator in different regions of one country are different. The explanatory note to the bill, which is placed in the electronic database of the State Duma, affirms that the current norm is "an anachronism that prevents the availability of communication services in the territory of the Russian Federation at the moment". Deputies expressed the opinion that it is unjustified and in fact is "only an additional source of revenue for the relevant telecom operators". However, according to the legislators themselves, and the source is not very profitable - only "1.5 percent of the total amount of income received".

Sergei Mironov, who is quoted by the faction's press service, recalled that once internal roaming was introduced in the country under the pretext of compensatory measures to cellular companies that were initially forced to make connections through a single all-Russian telecom operator and incurred additional costs. Today, according to Mironov, "the payment for internal roaming has become just an anachronism, not to mention its redundancy".

The leader of the Duma directories also notes that the rejection of internal roaming is a world trend. And many countries abolished it. USA, for a long time, and in the European Union roaming for subscribers of EU countries ceased to operate from June 15, 2017.

It is reported that the draft law initiated by the deputies of "Fair Russia" fixes the rule according to which "payment of telephone connections between subscribers within the territory of the Russian Federation is carried out at a single tariff for the services of the respective operator, irrespective of the location within the territory of the Russian Federation both of the calling and receiving subscriber ".

The authors of the initiative hope that the abolition of "national" roaming will promote greater development of the communication market, increase the transparency of services in this area and make tariffs understandable for subscribers.
