RIA Novosti reports that the founder of Telegram Pavel Durov believes that the requirement of Roskomnadzor to extradite special services "keys to decryption" of user correspondence contradicts the Russian Constitution and demonstrates ignorance of how information is encrypted.

Zharov said earlier that terrorists are actively using Telegram for communications and called on the messenger's administration to provide special services with access to correspondence.

Durov wrote on his page in the social network VKontakte: "In 2017, the exchange of secret information is built on end encryption, to which the owners of messengers do not and can not have" keys to decryption ". These keys are stored only on the devices of the users themselves ".

He noted that the potential blocking of the messenger will not affect the activities of terrorists and drug dealers in any way.

Durov added: "At their disposal are dozens of other instant messengers built on end encryption (+ VPN). No other country in the world has blocked all such messengers or all VPN services ". He noted that to defeat terrorism, "it will be necessary to block the Internet".

The head of Roskomnadzor, Aleksandr Zharov, earlier called on the Telegram administration to provide the department with the data necessary for making information on the organizers of the dissemination of information. The official admitted that otherwise the messenger could be blocked.

However, Pavel Durov responded by saying that the blocking of "neutral with Russia" service is contrary to the interests of the country, since similar instant messengers - WhatsApp or Facebook Messenger - are controlled by the United States.
