The Izvestia newspaper writes that in Russia they can significantly tighten the punishment for giving and receiving bribes, and also introduce into the list of criminally punishable acts the concept of "non-property bribe".

According to the information of the publication, the amendments are introduced into the articles of the Criminal Code, which relate to the abuse of power (art.. 202), commercial bribery (art.. 204), giving and receiving bribes (art.. 290 and art.. 291). The authors of the bill propose to supplement them with the concepts of "non-property benefits", "non-property services" and "non-property rights and other undue benefits".

The author of the bill, Deputy Chairman of the State Duma Security Committee Anatoly Vyborny (United Russia) told the publication: "It can be mutually beneficial services - for example, when a relative of a high-ranking official is employed in a commercial organization with a high salary without proper qualifications, and he helps business, Using their service capabilities ".

As the newspaper notes, the punishment for giving and receiving bribes is proposed to toughen up to four years of imprisonment. Separately, it is also proposed to introduce in the Criminal Code responsibility for arbitrators for abuse of power up to three years of imprisonment.

Aslan Yusufov, Deputy Head of the Office of Supervision over the Execution of Anti-Corruption Legislation against the Prosecutor General's Office, told the publication that the agency supports the initiative.

Yusufov explained:

"Unfortunately, not only cases of bribery remain unpunished, for example, writing a dissertation or organization for an official of laudatory reviews about it in the press - not having a market value, but also providing services for the service between officials. Adoption of the bill will allow to give a proper criminal-legal assessment of such actions ".

The newspaper reports that the bill received a positive response from the Supreme Court, and also passed a government commission on legislative activities and an expert council of the faction "United Russia".
