The newspaper Vedomosti writes, citing its own sources in the government, that the Ministry of Finance proposes to finance a fixed payment to the pension, which in 2017 is 4,800 rubles, from the federal budget. Recall, now this duty lies with the Pension Fund.

The publication also notes that in this way, officials hope to ensure the safety of pension rights of citizens with a reduction in the rate of insurance premiums from 30 to 22 percent. As reported, the rate reduction is part of the tax maneuver, which also provides for a VAT increase of 22 percent).

According to the publication, against the idea of ??tax maneuver is the social block of government. It is assumed that the new rules can damage the financing of the Pension Fund, and most importantly - reduce the pension rights of citizens.

It is known that under the law on the budget of the Pension Fund for 2017, contributions amount to 4.3 trillion rubles, while paying 6.4 trillion rubles for insurance pensions. The shortfall of 2.1 trillion is planned to be covered by the federal budget. The Ministry of Finance estimated that the maneuver "22 to 22" will lead to an increase in the transfer of another 1.

The source of Vedomosti in the financial and economic block expressed confidence that the transfer of a fixed payment to the budget will not violate the insurance principles, but it will allow reducing the budget transfer to the Pension Fund by 2.3 trillion - up to 1.2 trillion rubles.

The newspaper also notes that the initiative of the Ministry of Finance will be discussed on Monday, May 29 at a meeting with Prime Minister Dmitry Medvedev.
