The document clarifies: "From the reserve fund of the Russian government, budgetary allocations in the amount of 4.25 billion rubles. Are sent to the Ministry of Education and Science of Russia (3.15 billion rubles.

It is also noted that money is allocated for "the implementation of state policy in the spheres of education and culture, including expenditures on maintenance of property, payment of communal and transport services, communication services".
