The resignation of the Minister of Education and Science of Ukraine Oksen Lisovoy is initiated due to corruption schemes allegedly created by him during the reorganization of the Uman State Pedagogical University named after Pavel Tychyna, errors in the financial statements of the Ministry of Education and Science on a loan from the International Bank for Reconstruction and Development and unreasonable expenses of funds when printing textbooks for the 8th grade. The corresponding explanatory note to the resolution registered on December 9 by deputies Anton Yatsenko, Dmitry Mikisha and Larisa Bilozir was published on the website of the Verkhovna Rada of Ukraine only today, December 15.

The justification states that the initiators of Oksen Lisovoy’s resignation analyzed his activities as Minister of Education and Science and “established circumstances that indicate the possible presence of a corruption component and the inappropriateness of his continued tenure” and give three examples.

The first is the reorganization of the Uman State Pedagogical University named after Pavel Tychyna by merging it with the Uman National University. Deputies believe that in this way the Ministry of Education and Science is planning a “corruption scheme for the seizure of property and land plots of state property”.

Deputies claim that in February 2025, Deputy Minister of Education Mikhail Vinnitsky, Chairman of the Verkhovna Rada Committee on Education Sergei Babak, local businessman Andrey Dikun and the directors of the private institution “Ukrainian Agrarian Lyceum”, the actual owner of which is Andrey Dikun, Elena Yaroshinskaya met in a bistro in Uman and “discussed the process of reorganization of the Uman State Pedagogical University, in particular establishing control over the processes of unification and.

The second example cited by the deputies is violations in the financial reporting of the Ministry of Education and Science of Ukraine on a loan from the International Bank for Reconstruction and Development, identified by the Accounts Chamber based on the results of 2023.

The third is “systematic cases of media coverage of unjustified expenditures of budget funds. during a deal to print textbooks for 8th grade without open bidding"

(In June, “Our Money” wrote about the contract of the Ministry of Education and Science for the printing of textbooks, in which the most expensive was the short-circulation textbook of the integrated course “Ukrainian language, Ukrainian and foreign literature” in two parts from the publishing house “Ranok”. Each part was to be printed in an edition of 481 pieces at 3,900 UAH per copy of 240 pages. The price for printing costs indicated the cost of UAH 2,081.

Later, the publishing house " They promised to change the document.

Let us remind you that it was already planned to dismiss Oksen Lisovoy from the post of Minister of Education and Science back in the summer during the reorganization of the Cabinet of Ministers. Then the sources ZN. UA reported that the department was proposed to be transferred under the leadership of the first deputy minister and head of the Servant of the People faction in the Kyiv City Council Andrey Vitrenko.
