The November study by NAPC “Corruption risks in the procurement of UAVs and electronic warfare for the Armed Forces of Ukraine” states that the General Staff, which does not maintain proper feedback with combat units, is directly responsible for the formation of requirements for the tactical and technical characteristics of drones and justification of the needs.. As a result, ineffective equipment is purchased, “which turned out to be obsolete before the moment of its delivery”.

The head of the department for the formation of a policy of virtue in the field of security and defense at NAPC, Marta Ivashkiv, during an interview with NV, noted that it is not clear what exactly the General Staff is guided by when it forms proposals, which are then sent to the Defense Procurement Agency.

“In our study, we used data that we received, in particular, from the Spilnota Sternenka charitable foundation, which conducted a survey in combat units on the quality, price and other indicators of unmanned systems provided to them by the state. And the military said that some drones were ineffective,” says the speaker, calling for subjectivity to be taken into account, because what suits one unit may not suit another.

Ivashkiv also said that due to the ability to make decisions “at one’s own discretion,” there are no clear criteria for creating a list of needs of military units, which the Central Directorate of Defense Resources of the General Staff and the Main Directorate of Logistics send to the Defense Procurement Agency. This affects the transparency and predictability of procurement.
