Although Russia was not part of the Council of the International Civil Aviation Organization and, accordingly, cannot directly participate in the adoption of global decisions in the field of civil aviation, it still has indirect levers of influence on the industry, the ex-deputy Prosecutor General of Ukraine (2019-2022), international lawyer Gunduz Mamedov said.
He recalled that in 2022 Russia was excluded from the Moga Council due to violation of aviation standards and invasion of Ukraine. In the same year, sanctions were imposed on the country that forced Russia to use obsolete aircraft and spare parts of dubious origin within the country.
