Minister of Defense Rustem Umerov decided to change the organizational and staffing structure of the Department of Health, in particular, to replace the civilian post of director with a military one from January 31, 2025. The department itself reported that this would lead to the dismissal of Oksana Sukhorukova.

“We wrote a letter to the Minister of Defense of Ukraine Rustem Umerov with a request to cancel the directive. We consider such personnel changes to be inappropriate and unreasonable, because our team has proven its effectiveness in the first year of work,” said the team of the Ministry of Health Department.

They emphasized that replacing an effective leader will lead to another delay in reforms in military medicine. And the latter were practically not carried out until 2024.

“In the event of the dismissal of Oksana Sukhorukova, our team will not be able to effectively perform its duties, therefore it is not considering future participation in the work of the Department. Thanks to all the military, international partners, public organizations, charitable foundations, stakeholders, volunteers, journalists, doctors, all Security and Defense Forces who helped in creating the military medicine policy,” the department added.

Let us remind you that in an interview with Oksana Sukhorukova, Alla Kotlyar, the head of the Department of Health of the Ministry of Education and Science noted that military medicine in Ukraine, compared to civilian medicine, is very backward. In particular, the state did not pay much attention to it for three decades.



At the same time, Sukhorukova noted that the direction of psychology and psychiatry in the Ukrainian army is clearly underdeveloped, given a number of problems. And the solution to this issue, according to her, has many components. Starting from the commander’s ability to lead the unit, his authority and professionalism through self-help and peer-to-peer assistance, psychologists in teams, the presence of existing and effective programs for psychological recovery and psychological support and ending with psychiatric help, if it comes to it.
