The Rada has changed the legislation on the employment of people with disabilities

The Verkhovna Rada adopted European integration bill No. 5344-d on amending Ukrainian legislation ensuring the rights of people with disabilities to work. In particular, on January 15, a total of 228 people’s deputies cast their votes for the document, according to the parliament’s website.

The bill provides for the introduction in Ukraine of an institute of assistants for people with disabilities who will help with employment. As noted, in the public union “League of the Strong” these can be specialists who will provide support in the workplace, help with everyday tasks or ensure adaptation to new conditions.

In addition, it is planned to introduce additional services for employers, in particular, consultation from the employment service and the Pension Fund in order to better understand the employment processes of people with disabilities. Also, such employers, according to the draft law, will be able to receive financial support, even if a person with a disability is hired without the mediation of an employment service.

The bill provides for the establishment of information interaction between government bodies. In particular, it is planned to create a mechanism according to which the employment service, the Pension Fund and the Social Protection Fund for Persons with Disabilities will be able to exchange data.

The draft law also provides that when employing persons with disabilities of the 1st group or 2nd group with visual impairments or mental disorders, employers will receive credit for two jobs according to the standard.

Tax benefits during the implementation of the bill will become more accessible to employers who employ people with disabilities. Moreover, it will not depend on the form of ownership.

Bill No. 5344-d increases the chances of employment in the civil service or work in government and municipal institutions. After all, such institutions and institutions will be obliged to provide employment for persons with disabilities.

The bill introduces a norm regulating the activities of labor integration enterprises and sheltered employment enterprises.

“People with disabilities can work not only in special enterprises, but primarily in the open labor market.

And also - to create products and provide services that are quite competitive. Therefore, such enterprises can be self-sustaining with effective management. And since the law will come into force only on January 1, 2026, there is time to take care of this. The state also supports them by providing significant tax benefits,” noted the “League of the Strong”.
