As a new socio-cultural phenomenon TRO appeared recently. For some, it causes delight, for others - dissatisfaction, because the reality was a little different from the dream. But now, as in the beginning of the war, TrO is guaranteed to inspire hatred in enemies, skillfully destroying the invaders. What can we, citizens, congratulate each other on and try to figure out these new relations of ours.

The instrument and basis for the activities of the TRO is the Law “On the Foundations of National Resistance”, signed by the President back in 2021. In particular, those parts of it that deal with the ability of the TRO forces to form public opinion in the communities from which the servicemen came are important.. In which friends and relatives gathered them, took them to war. And also where they are deployed, if they were transferred to another community/region.
Changes made to the law in 2022 (the command of the Armed Forces of Ukraine was allowed, in case of military necessity, to transfer troop units throughout the country, including the front line), expanded the initial idea, according to which the terrorist defense was supposed to protect only its bulk / region. But there is what is. Realizing at the same time that the ability to communicate with the local population is also paramount in the process of de-occupation of our territories. When the Troop, as a subdivision of the Armed Forces of Ukraine, lays the foundation for the return of honest and correct communication between the state and the people.

What conflicts with locals arise, and why.
Sometimes the commanders of local divisions of the Troops, having a fairly wide range of duties, physically do not have time to maintain public relations. For this, the officers do not have the strength, desire, and often lack the level of professionalism: to explain the obvious facts for the military to someone else, except for the relatives of a particular soldier. Leaders live the life of the unit, not taking into account that it is surrounded by citizens of the locality. And they closely and jealously observe the life of a military unit, assessing the behavior of compatriots who have turned from civilians into military.
For those whose friends and relatives serve in the Troop, the state of affairs in the units is an extremely important topic.. They discuss any event in detail and, in the absence of explanatory work and purposeful formation of public opinion, sometimes interpret it in a light that is unfavorable for the TrO forces..
Example one. A local restaurateur has taken on the role of head of the food service of the TRO unit, prepares food in his cafe and allows fighters to be trained there. Immediately, rumors begin to spread around the town: “TrO fighters are going to a cafe”. No clarifications, just with an eye roll up: " Someone envies such a far-fetched privilege, someone, having a drunkard in the family, immediately hangs a label of promiscuity on all other fighters: “They pretend to be sober, but how not to drink if they sit in a cafe for half a day”. It would be worthwhile for someone to authoritatively tell the entire area that the restaurateur has united local volunteers who feed fighters for free according to the standards of the Armed Forces, which does not include alcoholic beverages..
Example two. One of the entrepreneurs undertakes to sew uniforms or mittens, shoes for fighters - and a potentially explosive tension is immediately brewing.. Those who can bring NATO-style uniforms from warehouses in Europe ask: “Why didn’t they pay us? We would bring everything branded”. And now someone should expertly explain that the owner of the sewing workshop sewed uniforms for the fighters for free.
Example three. Someone provided the fighters at the checkpoint with furniture, extra sofas from an old and already unnecessary headset. And passengers from the windows of the bus passing through the checkpoint notice their own: “Guys with machine guns are sitting on luxurious furniture! “Squeezed” from someone... "
If a problem arises in a battalion, its informational consequences revolt citizens not only at the place of its deployment, but also where this battalion is formed. This is an important difference between the forces of the Troops and other branches of the Armed Forces of Ukraine. The commanders of brigades and battalions of the Troops are mostly military personnel and do not understand the specifics of communication tasks. To manage public opinion, they must study the channels of information exchange in the community where their divisions are formed.. Find out what chats the townspeople use, identify journalists, opinion leaders, bloggers, family members of the military personnel of the Troops, build a system for collecting information and responding.
It is better to prevent tension in such cases than to extinguish an already existing social conflict.. Because a wide range of people are drawn into it. Relatives and acquaintances of military personnel, on the one hand, with their ambiguous assessment of events, and relatives and acquaintances of others, possibly volunteers. Everyone is sure that they could do the same cheaper and better..
It's good when such conflicts remain smoldering within the same bulk. Worse, when they give rise to rumors about the injury or death of a fighter. Say, he was not in authorized shoes, but in received from volunteers. And he was wounded because he did not go down to the trench in time due to a problem with shoes.. It’s a pity that all the accusations will then fall first of all on the head of the unit commander, and then on the volunteers who “did something wrong”.
Even worse, if the Troop does not learn how to adequately respond to situations when the fighters who have received weapons and power, to put it mildly, are " But such cases, unfortunately, do happen.. And it is necessary not only to stop them, but also to explain to people that the guilty is punished, that this is not a system, but isolated exceptions..

Who and how should deal with conflicts.
Most of all, the unwillingness to resolve it interferes with constructive work with the conflict.. But the question is also that the commander of the local unit of the TRO not only does not want to resolve the conflict, but also should not do it.. Why? Because he is a military specialist whose main duty is to prepare for combat operations and effective defense.. Someone else should find mutual understanding with the members of the community.
Who? Obviously a communications officer who is trained in such activities in modern techniques. If they still do not exist, then such a staff unit - at the battalion level and above - should be introduced. Even more, in the reserve of the main command, create a unit of psychological assistance officers, press officers and specialists in contacts with the local population. Since their functions are largely similar, such a unit will serve as a training base, and a base for retraining specialists, and advanced training courses for specialists of this profile..
Now these duties are assigned to the moral and psychological support service, and it works well with military personnel.. But work with the civilian population of those areas / zones of territorial defense for which commanders are responsible under the law falls out of her field of vision..
Commanders may feel that information work is not their responsibility.. Problems in the de-occupied territories.
In light of the mandatory liberation of all Ukrainian territories from Russian invaders, the need for deputy commanders who will control the communications of units with society is guaranteed to grow.. Because the soldiers of the units of the Territorial Defense of the Armed Forces of Ukraine will have to increasingly communicate with the inhabitants of the territories previously occupied by Russian troops, who suffered abuse from the occupiers, and imagined Ukrainian soldiers almost as angels. At such breaks in consciousness, new, hitherto unforeseen conflicts can arise.. And they will have to be solved by Troops / Armed Forces of Ukraine, which are the first to enter cities and towns, and then - to the military and military-civilian administrations. This means that here it is also desirable that the battalion commander have his own press officer and full-time psychologist for such a case.. Press officers will have to undergo training, where they will be prepared to notice the appearance of “friction” or “tension” between local residents and Troops. Trained in conflict resolution techniques, these professionals will spot conflicts in the bud and skillfully resolve them..
It would be nice if the press officers were from the same community in which their TRO unit was formed.
... It is better not to let these processes in society take their course. We must prepare for all possible scenarios. It is desirable that the commanders of the units of the Troops of the Armed Forces of the Armed Forces of Ukraine do not wait for the appearance of problems, but already now ensure the stability of the units entrusted to them, purposefully and actively prepare citizens for the defense of the Motherland.
