The Verkhovna Rada registered a draft law that proposes to amend a number of laws of Ukraine on the issue of control and observance of discipline and norms of parliamentary ethics.
Bill No. 8327 "
principles and rules of deputy ethics;
responsibility for violating the norms of parliamentary ethics;
activities and powers of the committee that monitors the observance of discipline and norms of parliamentary ethics;
grounds and procedure for considering complaints about violations of the norms of deputy ethics and the possibility of an appeal by a deputy of a decision on its violations.
In the explanatory note to the bill, the deputies note that the current legislation on the ethical behavior of people's deputies was adopted back in 1992 and is imperfect due to outdated and abstract norms of deputy ethics that do not have effective means of responding to their violation.

At the same time, the code of ethics is not a coercion to good behavior, but is a framework in which an environment is created for the development of moral qualities and professionalism of people's deputies..
According to the bill, the norms of deputy ethics will apply to the behavior of a people's deputy in public space, including public speeches, expressions in the media, the Internet.
People's Deputy will sign an obligation to comply with the principles and rules of parliamentary ethics after taking the oath of allegiance to Ukraine.
The main principles of parliamentary ethics specified in the draft law:.
virtue;
dignity;
a responsibility;
openness to society;
leadership;
respect for the law;
respect for the Verkhovna Rada of Ukraine;
inclusiveness;
patriotism;
professionalism.
The law also provides for liability for violating the norms of deputy ethics, in particular, the following types of sanctions:.
issuing a warning;
warning given by the chairperson during a VR meeting;
imposing the obligation on the people's deputy to attend a training course on compliance with the norms of deputy ethics, during which the people's deputy is deprived of the right to participate in the plenary meetings of the Verkhovna Rada (up to five plenary meetings);
deprivation of the right of a people's deputy to participate in meetings of the Verkhovna Rada, meetings of committees, temporary investigation commissions and temporary special commissions for up to one month, or deprivation of payments related to the exercise of deputy powers for a period of one to two calendar months.
To regulate these issues, it is planned to create a separate committee, on the basis of which people's deputies will be held accountable for violating the norms of parliamentary ethics..
It should be noted that the adoption of such a bill is provided for by the anti-corruption strategy for 2023-2025 and is one of the recommendations of Ukraine by the Group of States against Corruption (GRECO) of the Council of Europe.
