“The IAEA is a specialized agency that, in deciding how to carry out its specific mandate, acts with complete independence. The UN Secretariat does not have the authority to block or cancel any activity of the IAEA,” the UN Secretary General said in a statement..

In addition, being in close contact with the IAEA, the UN Secretariat concluded that in Ukraine they have all the logistics and security capabilities to support any IAEA mission to the Zaporozhye NPP from Kyiv. Only the consent of Russia and Ukraine is needed, the organization emphasized.
