Mayor of Chernihiv Vladislav Artoshenko spoke about the destruction of housing experienced by the city after the start of a full-scale war between Russia and Ukraine.
" The city has 2134 high-rise buildings. Direct arrivals were in 147 multi-storey buildings, there are houses in very poor condition, but we will try to restore them all, - he said during an interview with ZN. U.A.. - Another 650 houses were damaged due to arrivals nearby. Approximately 9650 apartments require replacement. Today, we have no funds for restoration, and the state refrains from announcing the timing of compensation for the cost of lost housing or a program to build new housing to replace the lost one..
Atroshenko explained that since the state allocated only 100 million to the city for housing repairs, and it is entering a new heating period, the city additionally allocated 130 million from its budget for repairing roofs and walls, glazing windows and restoring other damage..
" We see that there are socially unprotected residents who cannot replace windows, radiators and the like on their own.. Therefore, we are planning an additional allocation of funds, this will be compensation of UAH 4,000 per square meter of double-glazed window. Now the commission has established that more than 40 thousand square meters of windows need to be replaced, - says the mayor of Chernihiv. “Such a social protection program will provide that a person can apply to the department with a package of documents confirming his status as socially unprotected, and an act of the housing office on the need to replace a double-glazed window, and on the basis of this, funds will be allocated.”.
Atroshenko noted that the program will be designed for both residents of high-rise buildings and private houses.
" About 470 houses were completely destroyed. 570 houses are significantly damaged, but they can be restored, and several hundred more households with minor damage, he reported.. — Of course, those who were left without houses at all suffered the most.. Building new ones is unrealistic for the city budget. But people need to be supported, they are also taxpayers. Therefore, we are still thinking about this decision, now there is no definite answer. We hope that the state program will still be adopted, because local budgets will not be able to bear such costs."
The mayor also spoke about seeking help in this matter from other countries..
" We discussed the issue of restoring Chernihiv. Ms. Valerie invited me to a working group consisting of the satellite cities of Paris, and subject to co-financing from the city budget, she is ready to find the necessary funds..
We joked that for the French, the money we need is like a mosquito in the cargo hold of an airliner, but it's their taxpayer money, and she wants everything to be fair.. Unfortunately, my border crossing issue has not yet been resolved.
And it is difficult to solve such issues online,"
He said that the relevant ministries began to work on the restoration of critical infrastructure. It's Time to Start Designing a Solid Housing Rehabilitation Program.
" I researched the prices for temporary modular houses: they are not much cheaper than full-fledged housing, but in terms of quality and heat loss they lose. People are ready to wait a few years to get an equivalent housing,"
