“The armed attack by the Russian Federation on Ukraine has led to a serious deterioration of the human rights situation in the country: thousands of civilians killed and wounded, massive destruction of civilian infrastructure and housing, arbitrary detentions and enforced disappearances, torture and ill-treatment, conflict-related sexual violence”.
