First of all, at the government level. The war showed who is who; how well government decisions are made; do they have any meaning at all, are certain processes in the state needed / not needed; do all existing institutions justify themselves. In addition, according to Shulyak, the state machine needs to be optimized as much as possible.. On the one hand, reduce/unify some of the central authorities (CAOs), including entire ministries. On the other hand, add those that are missing.

“Now I will definitely not criticize specific ministers and leaders of the ATC. After the war, we will say everything we think to each other's eyes in order to move on in a new capacity..

However, with regard to institutions, the very first example is migrants.. No one could have foreseen that Russia would strike all over the country and we would get a problem of seven million people who left their homes. We did not have such a state institution that would deal with migrants in a complex way (registration, transit/temporary/permanent housing, employment),” Shulyak said..
