President of Ukraine Volodymyr Zelensky, by decree No. 266/2022, created the National Council for the Restoration of Ukraine from the Consequences of the War. According to the regulation on the National Council attached to the decree, it will be a consultative and advisory body under the president, whose main task will be to develop an action plan for the post-war restoration and development of the state.
Thus, the Council will determine priorities in the restoration and development of transport, medical, social, communal, industrial infrastructure and housing, energy infrastructure, communications, military infrastructure and the military-industrial complex, modernization and restart of the economy, measures to overcome unemployment, support families with children,.
Also, council members will point out the priority reforms that will be needed in the war and post-war periods..
All proposals worked out by the Council will be submitted for consideration and approval by the President, including new bills.
For effective work, the Council may require and receive the documentation and information it needs from ministries, other central and local executive authorities, local governments, enterprises, institutions and organizations of all forms of ownership, as well as involve representatives of state bodies in its work.. , local governments, enterprises, institutions and organizations, as well as representatives of international organizations and independent experts.
The Council is composed of two co-chairmen of the Council, the secretary and other members of the Council, and the composition will be approved by the President. The Prime Minister of Ukraine Denys Shmigal and the head of the Office of the President Andriy Yermak were appointed co-chairs of the National Council for Reconstruction, it will also include all ministers and vice prime ministers, the deputy chairman of the Office of the President, the secretary of the National Security and Defense Council of Ukraine, and with the consent of the chairman.
For the proper work of the Council and the preparation of professional proposals, twenty-three working groups should be formed under the Council, including European integration, audit of damage caused by war, restoration and development of infrastructure, development of the military-industrial complex, etc., and new groups can also be created.
“The composition of the working group is approved by the Council at the suggestion of its co-chair. The Council also determines the tasks for the relevant working group, taking into account, in particular, its direction.
The working group may include both members of the Council and other representatives, in particular, representatives of central and local executive authorities, local governments, enterprises, institutions and organizations, leading domestic and foreign specialists, experts in relevant fields,"
The decision of the Council will be taken by a majority of votes of the members of the Council present at the meeting, and in the event of an equal distribution of votes, the vote of the chairman of the meeting will be decisive.
At the same time, it is noted that the activities of the Council are open and public.
