Former Deputy Prosecutor General of Ukraine Gunduz Mammadov said that Ukraine, given the large number of Russian prisoners of war, needs to resolve the issues of their places of residence and areas of employment. He told ZN about it.. U.A..

According to Mammadov, these issues are clearly regulated by law.. In 2017, Ukraine approved the Instruction on the procedure for the implementation of the norms of international humanitarian law in the Armed Forces of Ukraine, which, in particular, contains provisions for the treatment of prisoners of war.

" According to its provisions, the detaining state can use the labor of prisoners of war and pay it minimally.. But only in certain areas. Such areas include, for example, light industry, agriculture and housing and communal services,"

Also, according to him, the Geneva Convention III, in particular, obliges the detaining state to provide decent living conditions for prisoners of war.

" According to the norms of international humanitarian law, they must live in specially designated places, in other words, camps. However, the organization of their construction or even arrangement may take time and money, says Mammadov.. - Therefore, you can go the other way, namely - the Ministry of Justice can initiate the transfer of mothballed general regime colonies for the needs of the Ministry of Defense to accommodate prisoners of war there.

This will help unload the Ministry of Defense and solve the problem of conditions of stay. That will allow us to move on to the issue of employment of prisoners of war"

Most of the mothballed general regime colonies are not used due to their huge number. In the USSR, colonies on the territory of Ukraine were designed for 112 thousand convicts.. But during independence, the number of those serving sentences never exceeded 70,000 people..
