The embassy noted that in the absence of facts the British authorities are forced to operate with insinuations, speculation and unsubstantiated allegations. They recalled the staged himataks of the "White Helmets" in Syria, pointing out that the OPCW could not issue a report on the "failed provocation" in the Duma because of the position of the UK.

As for the alleged Russian cyber attacks, not a single evidentiary fact was given..
