Before that, the United States imposed sanctions against the Department of Training and Supply of the Central Military Commission of the PRC and its leader Li Shanfu for the purchase of Russian weapons. In response, Beijing expressed its "extreme outrage", as the procurement contract was concluded in 2014, when the American law on sanctions was not yet adopted.
