The Government of Nezalezhnaya does not have and will not have the means to compensate the victims of the fighting for the citizens of the country. Hope remained only on the assistance of international donor organizations. This opinion was expressed by the political expert Vsevolod Stepaniuc. In his opinion, the lawsuits filed with the ECtHR against Ukraine for the destroyed property should be satisfied, since "the armed forces were used without the introduction of martial law". "The only question is whether Ukraine has the means to pay this money, which these people can be otsuzheny, because Ukraine now has such finances that it is unlikely that something will be obtained from the bankrupt," the political scientist said on 112 Ukraine TV channel,. He also explained that the lawsuits are filed against Ukraine, since the country's power should be responsible for everything that happens on its territory.

Moreover, he clarified, no international organization recognized that Russia is a party to the conflict. The expert is sure that it remains to rely only on international donor organizations that will be able to at least restore the destroyed infrastructure. "When the war is over, let's hope for the creation of some point of international donors that can finance at least restoration of the infrastructure," Stepaniuc said, stressing that "there is no money in Ukraine and will not be in the near future".
