The work of the defense industry enterprises was discussed in detail by the Duma delegation headed by Chairman Vyacheslav Volodin, the management of the state corporation Rostek and representatives of the executive power in Kovrov in the Vladimir region. During the meeting the participants found out how to create high-tech jobs, produce high-quality products and financially stimulate the industry. In addition, the legislative support for the diversification of defense enterprises was discussed. This opening the meeting, said the speaker of the State Duma, said Russian President Vladimir Putin, who instructed to increase the share of civilian products at defense enterprises to 30% by 2025, and by 2030 - to 50%. According to Volodin, the Kovrov plant, which received the meeting participants, has already reached these figures. However, in order to fulfill presidential tasks, legislative decisions are needed. "It's about overcoming legislative barriers, about the formation of a new regulatory framework," concluded the parliamentarian. He stressed that the transfer of the DIC to civilian tracks is a complex work of the government and regions. "This will uniquely stimulate the processes of preparation of the regulatory framework and laws," the Duma speaker explained.. At the governmental level, the term "Diversification" was fixed in the Federal Law "On Industrial Policy" by the head of Rostek, Sergei Chemezov. "As, for example, measures aimed at expanding the range of products, including, first and foremost, innovative and high-tech," Rostekh head summarized, adding that diversification should be included in the main tasks of industrial policy in the country. The program of production diversification in the defense industry will be approved by the end of the year, the. Among its authors will be the Military Industrial Commission, the Ministry of Industry and Trade and the NGO "Conversion". The document will reflect the expansion of the range of products, including high-tech. As the chairman of the lower house of parliament noted, due to the diversification of the defense industry, new high-tech jobs should appear. And the expansion of the civilian segment at enterprises is not the production of consumer goods, but high-quality, modern products. Its main consumers, believes Volodin, should be medicine, the space industry, energy, aviation and shipbuilding. As an example, he led the Kovrov Electromechanical Plant. The enterprise develops a machine tool with numerical program control (CNC).

"It is clear that there may be other segments. Today we watched the developments that can be used in the sphere of housing and communal services, agriculture, and other areas, "said the legislator. Together with the legislative framework and the provision of vacancies, financial support for change is also important. This issue, Volodin promised, lawmakers will discuss during the zero reading of the draft federal budget for 2019-2021. He also touched on the topic of lending, noting that the diversification process is likely to be stimulated by subsidies. "We hope that now, when discussing the zero-reading budget in the State Duma, draw the government's attention to this issue and, similarly, with the same approach as in other sectoral ministries, see how it is possible to subsidize high-tech products of civilian production of defense enterprises," - the parliamentarian. Insurance and pricing are no less important issues. Subsidiary liability for insurance of risks is necessary. The number of subcontractors is large, Volodin stated.. However, if one of them does not deliver products or goes bankrupt in time, then everyone suffers. "All the more suffer when the parent organization is in a difficult situation," he concluded, stressing that changes will be made to the legal framework related to cooperation. To expand the working group created by the lower chamber on DIC diversification issues - this decision was reached by the meeting participants. The commission included representatives of enterprises that showed the effectiveness of the transfer of production to civilian tracks, said Volodin. The topic of diversification of defense enterprises was raised for the first time by the Russian leader in January, when he visited the Ufa Engine-Building Production Association.

To fulfill the presidential mandate, a working group was formed among the deputy corps headed by the first deputy chairman of the lower house, Alexander Zhukov. His team analyzed the legislation and worked out concrete proposals to ensure favorable conditions for diversification. The working group included representatives of the Duma committees on economic policy, industry, innovative development and entrepreneurship, on state construction and legislation and on natural resources, property and land relations.
