The Federation Council supported the law on strengthening administrative responsibility for violations in the field of shared construction. The document was adopted in the third, final, reading by the State Duma deputies on July 19. The bill was prepared on behalf of the President of the Russian Federation Vladimir Putin, who pointed to the need to build a single vertical control over the share construction. Chairman of the State Duma Vyacheslav Volodin, head of the United Russia faction in the State Duma Sergey Neverov, first deputy chairman of the State Duma Ivan Melnikov, deputy speaker of the State Duma Igor Lebedev, chairman of the State Duma Committee for Natural Resources, Property and Land Relations Nikolay Nikolaev, transport and construction Yevgeny Moskvichev, as well as the head of the State Duma Committee for the Financial Market Anatoly Aksakov. At their suggestion, mandatory bank support for residential construction. In order to prevent misuse of citizens' funds, only companies that do not have collateral activities are allowed to build apartments on the terms of co-investment from their future owners. As Nikolayev noted, "it is impossible to simultaneously raise funds from citizens for the construction of apartment buildings and sell potatoes". In addition, from July 1, 2019 g. for developers it will be mandatory to use escrow accounts: so they can receive money from citizens only after putting the facility into operation. For violations in the field of shared construction, fines are imposed. So, for an unreasonable refusal to issue an opinion on the compliance of the developer and the project declaration with the requirements, as well as for the unreasonable issuance of such a document, the relevant body will be fined in the amount of 50 to 100 thousand rubles.

For failure to comply with the procedure, method or timing of posting information on construction in a unified housing construction system, as well as for inaccurate published information, officials will have to pay from 15 to 30 thousand rubles, and from legal entities will be charged from 50 to 200 thousand rubles. For a repeated violation, an increased fine or a disqualification for a period of one to three years. Legislators of the upper house of parliament at the meeting of the Federation Council on July 24 supported the initiative of deputies of the State Duma.

The bill will start on October 1, 2018.
