All cases of unreasonable increase in the cost of housing in new buildings will be identified. This will be monitored by the working group of the presidium of the General Council of the United Russia party to protect the rights of co-investors. For each detected fact, together with the Ministry of Construction and the regional authorities, the necessary measures will be taken. This was stated by the head of the working group, the first deputy chairman of the State Duma Committee on Housing Policy and Housing Alexander Sydyakin. He stressed that attempts by developers to bring down the price increase for the adopted law on a new system for financing housing construction have no basis. "The law changes the model of housing construction, and not the economy of construction. Therefore, directly to the price of apartments changes in shared construction should not be greatly affected, "- said the deputy. At the same time, he admitted that many factors are included in the cost of the meter: "This is the cost of building materials, and the connection fee for communal infrastructure, and compliance with the rules of land use and development. The fewer administrative barriers, the faster the invested funds return to the developer, "explained Sidyakin. The adopted law deprives developers of the opportunity to create "pyramids", when the money of new co-investors first get old projects. "Amendments, which are prescribed in the law, additionally guarantee that the money of the real estate investor will necessarily be directed to the construction of his house," the parliamentarian said..

At the same time, the developer can collect the citizens' funds from now only on a special escrow account of an accredited bank. And use the profit he will get only after the house is handed over and the apartments are transferred to the owners. The law protecting the equity holders came into force on July 1, 2018.

For the transition period until July 1, 2019. it is voluntary, then the use of escrow accounts when attracting the equity holders will become mandatory. Some developers have already warned that they will raise the price of new apartments.
