The amount that Kiev plans to contribute to the Council of Europe does not compensate for the organization's loss of Russia's non-participation in the work of the PACE, nor for the reduction in the size of Turkish contributions. This is how Russian senator Alexei Pushkov commented in his Twitter that the Ukrainian government allocated 400 thousand dollars for a voluntary contribution to the Council of Europe.

In his opinion, this is a purely symbolic gesture, since this amount will suffice only "to pay for the work of cleaners, part of technical services and for toilet paper". After the deprivation of Russian parliamentarians because of the position on the Crimea of ??a number of rights in 2014, relations between Russia and the Council of Europe are not easy. In June last year, Moscow suspended payments to the budget of the organization. In the spring, PACE stated that the organization's budget had a deficit of 18 million euros due to non-payment of contributions by Russia, as well as the return of Turkey to ordinary payers.
