This is stated in the report of the Committee on Intelligence of the American Senate. The authors of the report note that hackers connected with the Russian government tried to penetrate the electronic electoral system of the United States in order to discredit it. At least 18 states recorded hacker attacks on the local electoral infrastructure, the purpose of which was to somehow change the data. "The committee did not see any evidence that the ballot papers had been rigged or that the registration data had been deleted or altered," the report says..

At the same time, the authors specify that the document relies only on the data of these states, but in fact the number of regions subjected to a cyber attack may be greater, they simply went unnoticed. Recall that in November 2016 Donald Trump won the presidential election as a candidate from the Republican Party. His opponent - Democrat Hillary Clinton - lost very little.
