The United States is taking up the economic reconstruction of Donbas. To this end, the United States Agency for International Development (USAID) has requested $ 65 million. In a document published by the Agency in April, it is said that funds should be channeled to strengthen trade ties between the eastern regions of Ukraine with the western part of the country and with the European Union. "In fulfilling these tasks in the southeast of Ukraine, the degree of economic diversification will increase, its integration into the Ukrainian system, and its dependence on Russia will decrease," RT quotes from the document. USAID experts recognize that the economy of the eastern regions of Ukraine was in decline long before the appearance of the self-proclaimed republics. However, they point out that the situation was aggravated by the "Russian aggression" in 2014, and they call for all to correct. "The work will be carried out mainly in the territories of Donetsk and Lugansk regions, which are hardest hit by Russian aggression (the region in which they enter is known as the Donbass)," the authors of the document.

Therefore, a PR campaign will be launched in the region: the population of Donbass will explain the actions of the Kiev authorities and debunk Russian propaganda. In particular, the media will tell stories about local entrepreneurs who were financially supported by the US. This "support" will go to most of the funds. It is intended to stake on projects with "quick financial returns" and on the restoration of small and medium-sized businesses that "suffered from the conflict" and who "have good prospects for entering the markets of the region, the European Union, as well as the international market".

According to Ukrainian political scientist, expert of the Institute of CIS countries Denis Denisov, USAID launches a program of "reformatting consciousness" of the population of Eastern Ukraine. "For those sociological studies that are currently being conducted in Ukraine, the residents of these territories are primarily focused on the Russian Federation," he said.. At the same time, it is not a secret for anyone that the main thing for the inhabitants of Donbass is the end of the war. If they are given hope and make certain confirmatory moves, people's minds can be "reformatted". "This is, in fact, and will be allocated money," - said the expert.
